Add '!' character to acceptable set of character in subscriptions

This release implements the following change to the cleansing of channel filters:

• Allow for ! to be in the topic i.e., it is not cleaned and replaced by '_' as is done prior to this release with cleaning enabled

• Allow '!' to remain in the topic only if it is the first character in a level. Otherwise, it will be replaced by _

This change does not validate that '!' is the first character of the first level i.e., will will permit it to be the first character in any level in the filter
